In 2023, the Washington State Department of Corrections committed to reducing Solitary Confinement by 90% over five years, increasing out-of-cell time from 1 hour to 4 through expanded programming, support staff, capital improvements, and more. Recognizing the complexities of such a commitment and the unprecedented nature of this endeavor, WADOC engaged a team of consultants to support this initiative. Join Shawna Rasmussen and Miguel Moran from Integrated Solutions Group as they walk through the challenges of asking correctional officers and incarcerated individuals to work together toward being humane in corrections by safely increasing meaningful time out of cell.

Shawna Rasmussen is passionate about helping people adopt and sustain changes, especially when those organizational changes lead to better communities and services for all Washingtonians. Before joining Integrated Solutions Group, Shawna was a senior manager consultant specializing in change management in the private sector, primarily in technical implementations. Shawna knew she wanted her professional life to align more with her passion for community service. Shawna jumped at the chance to lead and develop OCM offerings that sustain some of Washington’s most impactful initiatives while investing her enthusiasm into a rapidly growing OCM practice. Under her 2-year leadership, ISG’s OCM practice bloomed from 4 staff to 23 to meet the 705% revenue increase driven by the team's effective delivery. Shawna accidentally became a Department of Corrections OCM “expert,” helping both headquarters and facilities navigate change. Her 15 years of consulting experience allow her the flexibility and lessons learned to recommend and implement solutions that are far from “in the box.” Shawna thrives on the challenge working with DOC has brought as she helps teams achieve their mission of improving public safety by positively changing lives. Born and raised in Washington State, she is thrilled to help the phenomenal humans who support the community she loves.
Miguel Moran is an Organizational Change Management Consultant at Integrated Solutions Group, designing and developing change management strategies, communication plans, and training programs for large-scale initiatives. He holds a Project Management Certificate from eCornell University and a Bachelor of Science from the University of Texas at San Antonio. With over five years of leadership experience as an Army Infantry Officer, Miguel’s background includes extensive project management, program leadership, and relationship building, focusing on driving business results in fast-paced environments. He is skilled in organizational development, cultural responsiveness, and employee engagement and has a proven ability to manage complex operations, including coordinating international training events and leading tactical certification programs. In addition, he is proficient in Spanish and holds an active Top-Secret SCI Clearance.
